The way we issue controlled parking zone (CPZ) permits in Royal Greenwich has changed.  

There's a different parking permits system for council estates

If you have a paper permit, you can continue to use it until it expires. When it expires, you will need to apply for a new parking permit online.

Make changes to your paper permit

Until your paper permit expires, you can still:

  • transfer your permit to a new vehicle
  • replace a lost, stolen or damaged permit
  • get a refund if you no longer need your permit

If you need to buy other types of permit, for example a tradesperson permit, you will need to apply online.

Transfer your permit to a new vehicle

If you change your vehicle, you can transfer your paper permit to the new vehicle.

How to apply

If your permit is specific to one vehicle, scratch off the panel that says, "Not Valid if Removed" to show the words, "Temporary Valid for 14 days". Display this in the new vehicle while you wait for your new permit.

If there are two registration numbers on your permit, you must send your original permit to us. If you have not sold your old vehicle, you must make other parking arrangements or display visitor vouchers, or you could get a penalty charge notice (PCN). If you've run out of paper vouchers, you can apply for virtual visitor vouchers online.

You'll then need to:

  1. complete a change of vehicle form:

2. take a photocopy of your new vehicle registration document or insurance cover note.

3. send the form and supporting documents to us at the address on the form.

Replace a lost, stolen or damaged permit

If your permit is lost, stolen or damaged, you can apply for a replacement permit which costs £5.

How to apply

To pay by credit or debit card, call 020 8921 4339. You'll be given a Service Request ID which you must put on the application form before sending it to us.

Download the replacement parking permit form and send it to us at the address on the form.

You must make other parking arrangements or display visitor vouchers while you wait for your replacement permit, or you could get a PCN. If you've run out of paper vouchers, you can apply for virtual visitor vouchers online.

Get a refund

You can get a refund if you no longer need your permit and there are at least 2 full months left before it expires. The refund amount will be calculated minus a £5 admin fee.

This applies if you've got a:

  • resident permit
  • business permit
  • nanny permit

You can also get a refund on your car park permit. There must be 1 month left before it expires, and the refund amount will be calculated minus a £20 admin fee.

How to apply

To get a refund you must return your permit to us.

You'll also need to include a letter to tell us:

  • why you want to cancel the permit
  • your address if it's different from the address on the permit
  • your email address
  • your contact number
  • your bank details using a BACs authorisation form

If you cannot provide bank details, please tell us why you need a cheque payment.

What happens next

We aim to process your refund within 28 working days from the day we receive the permit.

The refund amount will be a proportion of the annual cost for any full months left on the permit, minus the admin fee.
