Apply for or renew a pavement licence

You need a pavement licence to use the following items on the public highways:

  • tables
  • chairs
  • benches
  • barriers
  • planters (if used as part of a seating or standing area)
  • parasols and gazebos - may be licenced in certain locations where suitable

If you want to use the public highway for shopfront trading or displays, you need to apply for a forecourt trading licence.

If you want to sell items from a stall or trailer, you need to apply for a street trading licence.

Cost of an annual pavement licence

The cost of a new pavement licence is £500 per year.

The cost to renew a pavement licence is £350 per year.

Prepare your documents

You’ll need to upload the following documents when you apply online, or send them in an email (documents need to be in pdf, jpg or png format):

  • public liability insurance certificate to a value of £5,000,000
  • your company bank details on letterheaded paper, or other evidence of your bank details
  • sketch or layout showing the width of the area that you wish to use and the placement of your tables and chairs
  • a form of photo ID you can upload to create your account
  • proof of your address and the address of the premises
  • evidence of completing the counter-terrorism awareness online training

Pay for your licence

You need to pay for your pavement licence when you apply for or renew it. We cannot process your application until we receive payment.

After you’ve applied

Once you’ve submitted your application, the system will automatically send you a site consultation notice.

You must:

  • print the consultation notice on the day that you apply
  • display the notice for 14 days
  • display it in an obvious position in the premises window or door so it is easily seen by the public
