West and East Greenwich Neighbourhood Management Scheme to go live on 26 March 2026

A scheme to make West and East Greenwich safer, cleaner and greener will go live permanently on 26 March 2026, following a successful trial and extensive consultation with residents and businesses.

The scheme is being made permanent, with minor modifications, because evidence shows that it is reducing traffic volumes, improving overall air quality and road safety. The scheme will now double blue badge entitlements, and see some cameras repositioned in the West area. 

Background

The scheme was originally introduced in November 2024 under Experimental Traffic Regulation Orders (ETROs) to address key local concerns in Greenwich, including:

  • High levels of through-traffic
  • Road safety
  • Air quality
  • Improving residential streets for walking, wheeling and cycling

Following a year-long trial, the council carried out a statutory consultation between 3 December 2025 and 7 January 2026 to gather feedback from residents, businesses and stakeholders.

Final Decision

On 17 February 2026, the council approved:

  • Making the scheme permanent
  • Introducing minor amendments in response to feedback
  • Continuing measures to support safer, healthier neighbourhoods

The decision to make the scheme permanent was made because the scheme has been found, as is supported by independent monitoring data, to be making a positive impact on air quality, road safety, the number of people walking in the area, and an overall reduction in road traffic in the scheme and wider area. The council has also committed to take forward mitigation measures for areas that have not experienced those same benefits. Feasibility studies are underway on such mitigation measures, and a separate report, with relevant data, will be published outlining these potential mitigations. 

Key Amendments

The approved updates include:

  • Providing Blue Badge Holders with up to a two vehicle permit allowance, and automatically renewing existing eligible N1 permits for the West & East Greenwich Neighbourhood Management Scheme for another 18 months for resident permits, and 12 months for business permits.
  • To introduce a minor amendment of the TMO - to remove the timed restriction at the junction of Royal Hill and Greenwich South Street, while providing an eastbound one-way restriction between Greenwich South Street and Brand Street.
  • To relocate a number of modal filters (camera restrictions) located in the West Greenwich area to the following junctions:
    • Royal Hill at its junction with Royal Place, relocated to Royal Place at its junction with Royal Hill
    • Circus Street at its junction with Royal Hill, relocated to Hyde Vale at its junction with Royal Hill
    • Royal Hill junction at its junction with Prior Street, relocated to Point Hill at its junction with Royal Hill
    • Winforton Street at its junction with Point Hill, relocated to Winforton Street at its junction with Blissett Street

Enforcement and Grace Period

  • Camera’s will be operational from 26 March 2026, once infrastructure installation is complete
  • A minimum four-week grace period will apply in West Greenwich, during which warning letters will be issued instead of Penalty Charge Notices (PCNs). During this time there will be some operational testing / minor works.
  • In East Greenwich, where no camera changes have been made, PCNs will continue as normal

Why did the Council implement a neighbourhood management traffic scheme?

We’re committed to creating a cleaner, greener, safer and healthier borough. The Council’s Transport Strategy includes a range of measures to help encourage walking, cycling and public transport, reduce traffic, improve air quality, and support the rollout of ultra-low emission vehicles. This work is also playing a vital part in making the borough carbon neutral by 2030. 

We need to create a transport network that provides safe and attractive travel options for everyone and reduces the negative impacts that traffic can create.  

We have the fourth highest number of babies being hospitalised with respiratory tract infections anywhere in London and air pollution levels in the area are higher than the World Health Organisation’s guidelines.  

The scheme in West and East Greenwich would aim to improve the area for residents, businesses, pedestrians and cyclists by reducing traffic, cutting carbon emissions, improving air quality, encouraging cycling and walking, enhancing the public realm and supporting local businesses.  

We appreciate that changes like this can be difficult, however they are necessary for our health and wellbeing. If we don’t take significant action, we will not meet our ambitious target to reach net zero carbon emissions.

What happens if I drive through a camera enforced filter?

If you do not hold a valid exemption permit issued by the council, then you would receive a Penalty Charge Notice (PCN). 

How do I access my property / business?

All addresses would still be accessible by vehicles at all times, however drivers may need to take a different route.  Links to maps above

Who is exempt or can apply for a permit from the camera restrictions?

Emergency services, Council bin lorries, taxis or private hire vehicles, TfL buses will all be automatically exempt from the closures.   

You are able to apply for a resident access permit if:

  • you’re a blue badge holder
  • you or a child you're travelling with has a chronic health condition that means sitting in a car on a longer journey causes additional distress 

You are able to apply for a business access permit if:

  • you’re an organisation that qualifies for a Blue Badge
  • you're a professional carer whose ability to support the person you care for is impacted by the neighbourhood management scheme
  • your organisation transports disabled people or people with access needs

How can I apply for a permit?

Are permits free?

These permits are free. Permits are valid for a set period, after which a review and reapplication may be required. You will be notified when your permit requires renewal.

Are emergency services affected?

All emergency services are exempt from the restrictions.

Will there be any future amendments?

The Council will continue to monitor the scheme to ensure it remains effective and fit for purpose. 

Will there be any additional measures for boundary areas?

The Council is aware that some boundary areas have not experienced the same benefits as other boundary areas and areas included within the scheme. The Council have therefore committed to exploring mitigations for these areas. Feasibility studies are underway for a range of potential interventions for different boundary areas. As these locations are not within the area of the scheme, they could not be included in the main Decision Reports. Proposals for these areas will be brought forward in a separate report, and there will be a consultation on any such measures. The Council intends to bring this report forward in a timely manner and take any measures forward as a matter of priority.
