The Royal Borough of Greenwich is launching a statutory consultation on making the West and East Greenwich Neighbourhood Management Scheme permanent, with changes proposed, as part of ongoing work to create a cleaner, greener and more accessible borough.
Following extensive community engagement, consultation, and technical analysis, the scheme was approved for trial in March 2024 to address long-standing concerns about high levels of through-traffic and poor air quality in both neighbourhoods.
A full public consultation was held between 27 November 2024 and 24 June 2025. Based on public feedback, the Council has agreed to progress the scheme and make it permanent, subject to some amendments.
Proposed changes
In response to comments raised during the consultation, the Council is proposing several adjustments to the West Greenwich area. These include:
- Relocate Automatic Number Plate Recognition (ANPR) timed closure in Circus Street junction with Royal Hill to Royal Place junction with Royal Hill, relocate ANPR timed closure in Royal Hill junction with Royal Place to Hyde Vale junction with Royal Hill,
- Relocate ANPR timed closure in Royal Hill at junction with Point Hill to in Point Hill at the junction with Royal Hill,
- Relocate ANPR timed closure in Winforton Street junction with Point Hill to Winforton Street junction with Blissett Street,
- New ANPR timed closure in Royal Hill junction with Greenwich South Street, new eastbound one-way from Royal Hill junction with Greenwich South Street to Royal Hill junction with Brand Street.
No further changes are proposed to camera-enforced filters in the remainder of the West Greenwich area or within East Greenwich. Timings for existing restrictions will remain in place: Monday to Friday, 7-10am and 3-7pm.
It is also proposed that exemptions are to be expanded to allow Blue Budge holders to receive up to two exemptions for vehicles.
These amendments will now be formalised through a draft Traffic Management Order (TMO), advertised through this statutory consultation.

Making a Traffic Management Order is a legal process that would make the proposed measures permanent. The statutory consultation gives the public an opportunity to provide an objection or representation to the draft traffic order.
