Flood risk management responsibilities, powers and guidance

We’re a Lead Local Flood Authority (LLFA) in London. This means we’re responsible for managing the risk of flooding from: 

  • surface water - water flowing over the ground during and after rainfall
  • groundwater - when water comes up from the ground
  • ordinary watercourses - any river that’s not a main river
  • public drains on public roads 

Our responsibilities 

These are to: 

  • investigate serious flooding events
  • publish a Local Flood Risk Management Strategy (LFRMS) every 6 years
  • keep a register of assets that have a significant effect on flood risk
  • consult and advise on surface water drainage plans for developments
  • manage ordinary watercourses 

Some other organisations also have flood management responsibilities, including: 

  • The Environment Agency
  • Thames Water
  • Transport for London (TfL)
  • National Highways 

Your responsibilities 

You may have some responsibilities if you have a watercourse on or near your property.
