Develop a neighbourhood plan

To develop a neighbourhood plan for you area, you need to submit all 3 of these applications:

  • neighbourhood area to set out the geographical boundaries of the neighbourhood
  • neighbourhood forum to set out the composition and the constitution of the forum
  • neighbourhood plan application.

The local community drives neighbourhood planning and decides the content of the plans.

Your plans must conform with the Local Plan.

There is no fee for the determination of any of the applications.

Next steps

We'll publish Neighbourhood Forum and Area applications for a six week consultation period.

Officers will assess the applications. We will then determine whether to establish the forum and designate the area or not.

Within five years of designation, a neighbourhood forum can prepare a neighbourhood plan. 

If the plan meets legislation, we will arrange appropriate public consultation. We'll then submit the plan for independent examination.
