West and East Greenwich Neighbourhood Management Scheme moves to permanent status (Subject to call in)

A scheme to make East and West Greenwich safer, cleaner and greener is recommended to be made permanent following an extensive trial and consultations.

The West and East Greenwich Neighbourhood Management Scheme was introduced in November 2024 to tackle long-standing resident concerns about traffic, road safety and air quality. 

Data collected throughout the trial showed that measures were effective in reducing vehicle travel, encouraging more people to walk or wheel, in improving our air quality and the safety of our streets.

Statutory consultation outcome:

  • Make the West and East Greenwich Neighbourhood Management Scheme permanent
  • Introduce a minor amendment - to remove the timed restriction at the junction of Royal Hill and Greenwich South Street, while retaining the eastbound one-way restriction between Greenwich South Street and Brand Street.
  • Provide Blue Badge Holders with up to a two vehicle permit allowance, and automatically renewing existing N1 exemption permits for the West & East Greenwich Neighbourhood Management Scheme for another 18-months

Councillor Calum O’Byrne Mulligan, Cabinet Member for Climate Change, Sustainability and Transport, said:

“We know that neighbourhood traffic schemes generate strong views, which is why we have taken a thorough and evidence-led approach throughout the trial and consultation process.

“The data shows that the scheme has reduced overall traffic, improved road safety and air quality, which has resulted in an increase in walking, cycling and wheeling locally. That’s why we are making it permanent, but with some minor changes. 

“The West and East Greenwich scheme has been closely monitored, and the feedback we’ve received from residents and stakeholders has been carefully considered alongside traffic and air quality data.

“The proposed amendment at Royal Hill and increase in Blue Badge exemptions reflects that feedback, while retaining the wider benefits of reducing through-traffic and making our streets safer, cleaner and more pleasant places to live.”

The scheme will support the Council’s wider commitments to improving air quality, road safety, encouraging walking and cycling, and tackling the climate crisis as part of its ambition to become carbon neutral by 2030.
