Planning permission for HMOs

In Royal Greenwich, new HMOs for 3 or more unrelated adults require planning permission.

When we receive a planning application for a new HMO, we must assess it against national and local planning policies.

We will generally invite nearby residents and other relevant organisations to comment during the consultation period.

Comment or object to an HMO planning application

If you want to comment on or object to a planning application, your comments should relate to issues that can be considered when making a planning decision. These are known as material planning considerations.

These can include:

  • the impact on parking and traffic
  • waste and recycling capacity, storage and collection
  • potential noise and disturbance to neighbouring residents
  • the design, layout and appearance of the building
  • the impact on local services and infrastructure

We cannot consider comments relating to:

  • property values
  • the type of people who may live at the property
  • the personal circumstances of the landlord
  • the personal circumstances of tenants

How to structure comments or objections

When commenting on a planning application:

  • clearly say whether you support or object to the proposal
  • explain the specific planning issues you are concerned about
  • describe how the proposal could affect the street or local community
  • provide relevant evidence, such as photographs or examples, where this would help
  • avoid personal comments or matters that cannot be considered as part of a planning decision
