Development of a new Specialist Post-16 Institution (Transitional Leaning Centre)

Help shape the new Post-16 Transitional Learning Centre in Royal Greenwich.

We are pleased to launch the competition process to appoint a provider for the new Transition Learning Centre (TLC). This will be a purpose‑designed specialist provision for young people aged 19 to 25 with an Education, Health and Care Plan (EHCP) who require continued education beyond statutory school age.

The TLC represents a significant investment in our local SEND offer, designed to:

  • strengthen Preparation for Adulthood pathways
  • expand local sufficiency
  • improve long‑term outcomes for young adults with complex needs

We are inviting applications from experienced, high-quality and skilled education providers from any state-funded institution that operates, or wishes to operate, as a Special Post-16 Institution (SPI) to operate this important provision.

The selected provider will deliver a personalised, therapeutic, and aspirational curriculum within a modern, accessible facility, while also contributing wider social value for Royal Greenwich residents and communities.

The planned opening date of the new SPI provision is from September 2027.
