You may not be counted for Council Tax if you're a member of a religious community. This is also known as being 'disregarded'.

Even if you're disregarded, you'll need to apply for a discount or exemption. You will not get it automatically.
You must pay Council Tax while you wait for us to decide if you're eligible for a discount. If you do not pay, we'll start the Council Tax recovery process.
Who can apply
You can apply if you're a member of a religious community where the main activity is:
- prayer
- contemplation
- education
- the relief of suffering
You and members of the religious community you live with must each:
- have no income or capital - except pensions from past employment
- be dependent on the community for their material needs
What you need to apply
You'll need to fill in and send us the application form with proof that you're eligible for the discount.
On the form you'll need to tell us:
- your name and address
- your Council Tax account number
- the names of other people living in the household
- the date you moved in
Proof we need
We need:
- a letter from the head office of your religious community confirming your membership
- the names of everyone living in the property
- proof of your income
Proof of your income can be a copy of your:
- pension letter
- P60
- bank statement

What happens next
It can take up to 21 days for us to process your application and decide if you're eligible.
We may ask you for more proof.
If you're eligible for the discount, we'll send you an updated bill.
You must tell us within 21 days about any change in your circumstances that may affect your entitlement to a discount or exemption. If you do not tell us, you could get a £70 fixed penalty.
If we decide you're not eligible, you can appeal our decision.
