Who does not pay Council Tax

We do not count some people when working out how many people live in a property. This is known as being 'disregarded'. You'll be disregarded if you:

  • are under 18
  • are on some apprentice or youth training schemes  
  • 18 or 19 and in full-time education
  • are under 20, in full time-education and have Child Benefit paid for you
  • are 18 or 19 and you left education after 30 April - you'll be exempt from paying until 1 November the same year
  • are a full-time college or university student
  • are a foreign language assistant registered with the British Council
  • are severely mentally impaired
  • are a paid care working earning no more than £44 a week
  • are a carer who looks after someone with a disability who's not their partner, spouse, or a chid under 18
  • are a diplomat
  • are a member of a visiting force
  • are a member of international headquarters or a defence organisation
  • have diplomatic privilege or immunity
  • are living in a hostel or night shelter
  • are a member of a religious community, for example a monk or nun
  • are a Ukrainian national living in the UK under the Homes for Ukraine scheme

Even if you're disregarded, you'll need to apply for any relevant discounts or exemptions. You will not get them automatically.
