We do not count residents of night shelters when working out how many people live in a property. This is also known as being 'disregarded'.

If you're now the only adult living in your property because someone in your household has moved into a night shelter, you could apply for a 25% single person discount.

If you own a night shelter, you may also be entitled to a discount.

You'll need to tell us if you or someone in your household has moved into a night shelter.

You must pay Council Tax while you wait for us to decide if you're eligible for a discount. If you do not pay, we'll start the Council Tax recovery process.

Who can apply

You can apply if you own or you've moved into a night shelter and it's:

  • for people of no fixed address
  • not arranged as self-contained accommodation

What you need to apply

You'll need to fill in and send us the application form with proof that you're eligible for the discount.

Proof we need if you own a night shelter

A letter from the head office of your organisation that includes:

  • confirmation that the property is for people of no fixed address
  • the full name and address of the property
  • the full names of all the people living there
  • dates of when the residents moved in

Proof we need if you've moved into a night shelter

We need:

  • your full name and date of birth
  • the full name and address of the night shelter
  • the date you moved in
  • your previous address
  • the Council Tax account number for your previous address
  • the date you left your previous address

What happens next

It can take up to 21 days for us to process your application and decide if you're eligible.

We may ask you for more proof.

If you're eligible for the discount, we'll send you an updated bill.

You must tell us within 21 days about any change in your circumstances that may affect your entitlement to a discount or exemption. If you do not tell us, you could get a £70 fixed penalty.

If we decide you're not eligible, you can appeal our decision.
