If you're an apprentice or youth trainee, you can apply for a Council Tax discount.

If you live with another adult, you could get a 25% discount.

If you're the only adult living in the property, you could get a 50% discount.

We do not count some people when working out how many people live in a property. This is also known as being 'disregarded'.

Check who's disregarded for Council Tax.

Even if you're disregarded, you'll need to apply for a discount or exemption. You will not get it automatically.

You must pay Council Tax while you wait for us to decide if you're eligible for a discount. If you do not pay, we'll start the Council Tax recovery process.

Apprentices

You'll be an apprentice for Council Tax purposes if you're employed to learn a trade or profession, and:

  • your course leads to a qualification accredited by the National Council for Vocational Qualifications
  • you're not paid more than £195 a week before tax and national insurance
  • your salary is substantially less than you'll get when you're qualified

You can be an apprentice at any age.

Youth trainees

You'll be a youth trainee if you're under 25, and your training is either:

  • part of an approved training scheme where arrangements have been made under Section 2 of the Employment and Training Act 1973
  • recognised as an approved training scheme under Section 28 of the Social Security Contributions and Benefits Act 1992

What you need to apply

You'll need to fill in and send us the application form with proof that you're eligible for the exemption.

Proof we need

A copy of your employment contract, or a letter from your employer. It must include the:

  • name of your course
  • start date and expected end date of your course

If you rent the property you live in, we'll also need a full copy of your tenancy agreement - it must include every page.

Apprentices

We also need:

  • a copy of your apprenticeship agreement
  • copies of your payslips for the last 3 consecutive months

Youth trainees

We also need evidence of your individual training plan.

What happens next

It can take up to 21 working days for us to process your application and decide if you're eligible.

We may ask you for more proof.

If you're eligible for the discount, we'll send you an updated bill.

You must tell us within 21 days about any change in your circumstances that may affect your entitlement to a discount or exemption. If you do not tell us, you could get a £70 fixed penalty.

If we decide you're not eligible, we'll tell you in writing. You can appeal our decision.
