Overview

You may get a discount or exemption if you or someone you live with is severely mentally impaired.

This means a person has "a severe impairment of intelligence and social functioning (however caused), which appears to be permanent".

A severe mental impairment could be because of a condition like:

  • dementia
  • a stroke
  • severe learning difficulties

When this applies

The discount or exemption you get depends on where you live and who you live with.

If you have a severe mental impairment and live alone

You can apply for an exemption. This means you will not have to pay Council Tax.

If you live with a severely mentally impaired person

You could get a 25% discount. This applies if everyone in your household is disregarded except for you.

If you're a student living with a severely mentally impaired person, you can apply for an exemption.

If you own property where all the residents are severely mentally impaired

Your property is exempt if you own a property occupied only by one or more severely mentally impaired people.

You'll need to apply for a discount or exemption. You will not get it automatically.

You must pay Council Tax while you wait for us to decide if you're eligible for a discount. If you do not pay, we'll start the Council Tax recovery process.
