To help combat the irresponsible dumping of rental e-bikes across the borough, we are introducing dockless e-bike parking bays and will be consulting on more locations in the early autumn.
The new parking bays will help improve accessibility, reduce pavement obstruction and support safer and more sustainable travel by providing clearly designated spaces for dockless e-bikes. The approved locations are concentrated across the north-east of the borough, spanning Deptford, Greenwich town centre, East Greenwich, Westcombe Park and the Greenwich Peninsula.
Dockless e-bikes are used across Greenwich and London as a flexible option for short journeys, with around half of under 35-year-olds using them at least once a week, and over a third of users using them to connect to public transport. However, when parked incorrectly they can obstruct pavements, create difficulties for pedestrians, particularly disabled people, people with pushchairs and those with visual impairments. People renting Lime bikes will be charged a penalty if they fail to end their journey in a designated parking bay. This arrangement will soon be extended to Forest Bikes as well.
Following the statutory consultation, which ran from 4 March to 25 March 2026, the council will progress 29 locations where no material or site-specific objections were raised. The remaining previously proposed locations are still under review and may be consulted on later this summer alongside additional mandatory e-bike parking bays across the borough.
The approved parking bays will help support the safer and more orderly operation of dockless e-bikes by helping to keep footways clear and easier to navigate. The operators are funding the instillation of these bays and will pay an annual operating fee.
Councillor Calum O’Byrne Mulligan, Cabinet Member for Transport, Climate Change, Waste and Streets said:
“Dockless e-bikes are an important part of our transport network, but they must be used responsibly. We’re calling time on badly parked bikes, which block pavements and can make it impossible for people to get around safely, particularly those with disabilities, older residents and parents with pushchairs.
“These new mandatory parking bays will help keep our streets clear, accessible and safer for everyone, while continuing to support sustainable travel across the borough. And we’ve been clear that the operators cannot expand to any other parts of the borough without first installing mandatory parking bays for their bikes.
“By introducing clearly designated parking areas and penalties for incorrect parking, we are taking practical action to tackle pavement obstruction and improve the way dockless e-bikes operate in Greenwich.”
