Appeal an estate parking ticket

There are several stages in appealing a council estate parking ticket.

Stage 1: Appeal to Wing Parking

In the first instance, contact Wing Parking.

Your appeal must include your:

  • name
  • address
  • registration number and the parking charge notice reference number.

You must make sure Wing Parking Limited gets your appeal within 28 days of the date of issue of the parking charge notice.

You'll receive a response within 10 working days of receipt of the appeal.

Stage 2: Appeal to Royal Greenwich

If you're unhappy with the response you get from Wing Parking, email central-neighbourhood-office@royalgreenwich.gov.uk or write to:

You need to do this within 14 days of the date of rejection of the Stage 1 appeal.

You'll get a response within 10 working days.

If your appeal is rejected, you have a further 14 days starting from the date of the rejection decision before the discount period for reduced payment expires.

Stage 3: Appeal to Parking on Private Land Appeals

If you're unhappy with the response from Royal Greenwich, you can make a final appeal to Parking on Private Land Appeals (POPLA).

You can only appeal to POPLA after you have both:

  • made your appeals to Wing Parking Limited and Royal Greenwich
  • have been issued with a POPLA appeal form and verification code.

You must make sure you appeal within 28 days of the date of your response letter from Royal Greenwich.

If you appeal to POPLA, you lose the right to pay the charge at the discounted rate of £60, and will have to pay the full £100 if POPLA rules against your appeal.
