We’re creating Urban Regeneration Frameworks (URFs) to help Abbey Wood, Plumstead and Woolwich thrive over the next 10 years.

URFs will guide how these areas grow, change and improve — covering things like housing, public space, transport and community facilities.

Each plan will be shaped by the views of local people, businesses and organisations. They’ll reflect the needs and ambitions of the people who live, work and invest in each town.

Why we are doing this now

Abbey Wood, Plumstead and Woolwich have seen major investment in recent years — including new homes, public spaces, cultural venues and transport links.

But big changes like Brexit, the pandemic and the rising cost of living have affected how people live and work. We need updated plans that reflect today’s challenges and opportunities.

These town centres have the potential to become even better places to live, work and visit. There are chances to:

  • improve public spaces

  • support healthier and more active lifestyles

  • reduce loneliness and isolation

  • strengthen the local economy

To do this, we need joined-up plans that connect housing, jobs, services and community spaces. The URFs will help us do that.

How URFs and the Local Plan work together

The Local Plan sets out the big picture for how Greenwich should grow from 2026 to 2041 — including goals for new homes, transport, public spaces and inclusive growth.

The URFs will show how this vision applies in each of the 3 town centres. They’ll turn strategic aims into practical, place-based actions.

What the URFs will include

Each URF will be developed in 3 parts:

1. Local evidence
Understanding each area's people, places, heritage and economy — and what challenges and opportunities lie ahead.

2. A shared vision
Setting priorities for regeneration based on what residents, businesses and partners say matters most.

3. A framework for action
Identifying specific sites and ideas — like where to improve public spaces, support new development or strengthen town centres.

What the URFs will do

Each URF will:

  • guide development and investment over the next 10 years

  • help the Council and partners plan and prioritise delivery

  • make sure projects work together to create better places

  • provide evidence for the new Local Plan (2026–2041)

  • support the Council’s wider regeneration strategy

They’ll also help anyone investing in these areas understand local priorities and coordinate with existing plans.

Timeline

  • Winter 2026 – Research and engagement with local communities and stakeholders

  • Spring 2026 – Draft visions for each town centre

  • Summer 2026 – Draft frameworks published for feedback

  • Autumn 2026 – Final frameworks adopted
