What we do

We’re working to develop and implement a programme of major organisational change across the council, transforming how we deliver services.

Part of this work will include the use of the ElevenLabs AI interview tool. This will enable staff to participate in the development of the programme, and to participate in interviews about their role, the work that they do and the opportunities they see to increase efficiency.

Why we need your information and how we use it

As a public sector organisation, we need to ensure that our services are provided efficiently and effectively. This must be in a manner that delivers for residents, as well as realising savings to meet the funding restrictions that arise from the financial settlement set by Government. The interviews will give all members of staff the opportunity to share their experiences, and identify challenges and opportunities for improvement in their services.

We will process personal data through this project to support the delivery of our statutory functions. It is in the public interest to ensure that we deliver high-quality services for residents, including our statutory responsibilities, in line with the Public Task lawful basis under sections 8(c) and 8(d) of the Data Protection Act 2018. We process Special Category personal data on a similar basis. On the basis of substantial public interest, as set out in Paragraph 6(2)(a), Paragraph 1 of the Data Protection Act 2018.

What type of information we collect

The AI-powered staff interviews will involve staff answering questions asked by an AI agent developed by ElevenLabs. These responses will not be used to train the AI. Responses will be used to develop aggregated, anonymised and pseudonymised outputs. Individual interviews and personal data shared during these interviews will not be shared with us.

Who we may share your information with

The AI interviews with ElevenLabs will be held on ElevenLabs systems, with anonymised transcripts being accessible to Newton Impact, the council’s partner in this organisational change work.

How long we keep your information

All data shared with Newton Impact will be deleted at the end of the project, or on our instruction, whichever is the sooner.

ElevenLabs interview recordings will be deleted following the development of a transcript, which will be retained for approximately 3 months following the interview.
