Full-time students

If you're a full-time student, you can apply for an exemption. This means you will not have to pay Council Tax.

If you live in or own property that only students live in, you can apply for the student property exemption.

You'll be a full-time student for Council Tax purposes if you're:

  • on a course that lasts at least one academic or calendar year
  • studying for at least 21 hours a week for 24 weeks a year
  • on a course that will lead to your first registration with the Nursing and Midwifery Council (NMC)
  • a non-British spouse or dependant of a student and you cannot work or claim benefits

If you leave education after 30 April aged 18 or 19, you'll be exempt from paying Council Tax until 1 November the same year.

Part-time students

If you're studying part-time (except nursing), you cannot be treated as a full-time student for Council Tax purposes. This includes if you attend an evening or distance learning course.

Part-time students living with a full-time student

If you're a part-time student living with a full-time student, you may be able to get a 25% student discount. You may also be able to apply for Council Tax Support depending on your circumstances.

Part-time student nurses

If you're a part-time student nurse, you may be eligible for a discount. Your course must lead to your first registration with the NMC.
