Selling animals as pets
You need an animal welfare licence if you sell animals:
- as pets direct to customers
- as pets wholesale or to supply pet shops
- with a view to them later being sold as pets
Exceptions are:
- selling animals in an aqua-cultural business inspected by the Centre for Environment, Fisheries and Aquaculture Science (CEFAS), and authorised under The Aquatic Animal Health (England and Wales) Regulations 2009
- breeding dogs to the extent that you need a dog breeding licence (GOV.UK) rather than a pet sales licence
