How we score bids and award contracts

Responding to an invitation to quote or tender 

Our invitations to submit a quote or tender specify the criteria your bid will be scored against.  

You should follow the instructions provided within the invitation. They explain how to submit your bid and the deadline for submissions. Usually, this will involve using our procurement system, Proactis Rego. 

Evaluating bids 

When the submission deadline has passed, we open and score all bids against the specified criteria. 

Our aim is to select the supplier who offers the best overall value. This is usually based on price and quality. We may need to ask you further clarifying questions if we are not clear about something in your bid. 

Awarding contracts 

If we awarded you a contract, we’ll: 

  • notify you
  • provide a purchase order number 

If the contract is valued over £25,000, we’ll also need to put a formal agreement in place. This will outline the terms of the contract. 

Publishing contracts 

We publish all contracts valued over £25,000 on our contracts register. This is available on our website for anyone to view. 

We also publish contracts valued above national thresholds on the government's Central Digital Platform.
