How to appeal the valuation of your property

The Valuation Office Agency (which is part of HM Revenues and Customs, not the Council) deals with appeals.

You might want to appeal because you think the value given to your property is too high, or there has been a change to its structure or use, or because the surrounding environment has altered.

Should you appeal, you cannot withhold payment of your business rates bill, either in full or part, while the appeal is in progress.

Getting advice

You don't have to be represented in discussions about your rateable value or your rates bill. However, you may wish to contact a rating adviser.

If you do wish to be represented, you can contact members of:

  • The Royal Institute of Chartered Surveyors
  • The Institute of Revenues Rating and Valuation.

Members of these bodies are qualified and regulated by rules of professional conduct designed to protect the public from misconduct.

Before you employ a rating adviser, you should check that they have the necessary knowledge and expertise, as well as appropriate indemnity insurance. If necessary, seek further advice before entering into any contract.
